Republic or Empire?

The Polity of which Earth is the Capital has a long and rich history, and has been known by several names (not all of them official) during its lifetime.  

Its official name since 2880 has been the "Solar Republic of Man".  The Republic was constituted under the first First Citizen following the unification of Earth in the Razor Blade War of the 2870's.  At this time the Republic comprised the Sol system and a number of fledgling colonies in Quadrant Zero.  Over the next century these colonies grew in number, size, and autonomy.

In the 2940's the Republic fought the Greater Secessionist War, the culmination of a series of conflicts with several of the colony worlds, which saw the Republic left in control of just over a dozen worlds in Quadrant Zero.  These conflicts also saw the establishment of the Martian Union, the Wolf Commonwealth, the Sirian Socialist Republic and the Union of Xyon. 

Following what many saw as an embarrassing defeat the Republic reconstituted itself under the Great Reform Act (GRA) - finally enshrined in the constitution in 2947. Many date the name Earth Empire from this period - though the exact first use of the moniker is hard to ascertain. The use of the term probably stems from the use of the term Imperial Secretariat (or Imperium) in the GRA,  to refer to those government ministries responsible for the government of the "colonies and the space between them". 

The Imperium, comprising amongst others the Ministry of Defence and the Colonial Ministry, existed to control everything outside of the Sol system - though even Old Mars continued to fall under its purview for many years.  To many observers at this time the polity was considered to be the "Solar Republic and its Empire", the former referring to the Sol System, and the latter to everything else.  This term, although also having no constitutional significance, still best represents the de facto situation even to this day.

This GRA was part of a major policy shift by the then First Citizen, George Romero.  Under his guidance the Republic ceased its decade long fight to retain control of recalcitrant systems in Quadrant Zero.  Instead it entrenched its control on those worlds which were clearly content with direction from Sol, and encouraged Corporations and individuals to expand their colonisation efforts into the newly defined Colonial  Quadrants.  Though exploration of the Colonial Quadrants had begun over a decade earlier it was now carried out with official encouragement, and often official investment.

Most polities now refer to the Earth Empire, probably in an effort to differentiate it from the polity which spawned them. Many citizens on Earth itself also use this name even though it has no official standing in any constitutional sense.  Even despite this lack of any constitutional references the term Empire appears in many official documents and much correspondence - so much so that some constitutional experts believe that it should be adopted formally.  The First Citizen is often referred to as the Emperor, the Fleet is almost always referred to as the Imperial Earth Navy (even by its own Admirals) - though it should perhaps be more genuinely referred to as the Imperium Navy.  In addition many government and non-government organisations include the term Imperial in their title.  One of the few organisations to have consciously avoided this move is the Solar Survey - which has clung, often vociferously, to its original title.

Recent developments in the New Economic Plan (NEP) of the First Minister Lee Zhang are set to bring attention back to the debate over terminology, though from an unexpected quarter.  The NEP has sought to expand the level of resources available to the government from the so-called Home Systems in Quadrant Zero.  These systems are constitutionally "colonies", and are legally the responsibility of the Colonial Office.  This is not just a constitutional nicety, as it means that the Imperium and the Council of Senators (and not the Citizenry through the Council of Representatives) is ultimately responsible for legislation relating to these systems.  The growing economic relevance of these systems is starting to place them in a position where they might consider themselves full "Home Worlds", and start to demand a change in their constitutional position. 

Whether this would have any actual bearing on the loyalty of these worlds seems unlikely, as most of them have been loyal and stable worlds, content with their representation in both the Council of Senators and the Council of Representatives on Earth, for several centuries.  Nevertheless the recent expansion of the Imperial Audit Office (IAO), and its emphasis on maintaining stability and allegiance on these worlds, suggests that the government is taking no chances.  The lessons of the late 30th century remain indelibly etched on the memories of the "Solar Republic and its Empire".
